In addition to the failure of government policies, including NVQs, Training Credits, and more general 'back to work' schemes, to stimulate the interest of SMEs, we noted in particular a 'paradox of training' (Matlay & Hyland, 1997; Hyland, 1998d) in the form of a persistent inverse correlation between (mainly positive) attitudes to training and the actual (largely insignificant) take-up and involvement of such firms in training (see Figs. 4.2, 4.3).
